Maize I believe Sierra stated in a blog comment that a succubus' will is enough to prevent an Incubus King's natural virility from leading to an unwanted pregnancy, at least as long as the Incubus King isn't correctly using his magic to force the succubus' body into being fertile. Most classic Incubus Kings are surrounded by just succubi, so even if the Incubus King wasn't being mindful enough to make his seed infertile, the succubi would get the final say in terms of population control. Also, considering how self-centered Incubus Kings are, even if one of them had a breeding fetish, odds are the succubi could just fake it if they didn't really want to have a kid yet (doubt they would follow up on the "mother's" life or really care about their child).
This should cover the more inexperienced "generic" Incubus Kings (Arclent's IK, lord of blood, etc), the rest of them it probably comes down to them just not wanting to have children, we could have a case by case analysis:
Esthera has said that over the ages she has had many children, but she has become jaded to the idea due to the fact that as an immortal she watches her children grow old and die while she she stays and life continues without them, Nalili was the last time she felt hopeful about having children for reasons still unknown (one could guess that maybe she did it because of her suicidal thoughts, so she wanted to have a living child before departing).
Xerces is too busy controlling the universe I suppose, also a pregnancy would affect Xestris' abilities to serve him for a time.
The Fucklord I can't really find a concise explanation, in one hand he did create a spell that prevented his entire nation from having sex, either he was a complete madman that would end Erosia in one more generation, or he planned to supplant every male for the nation's breeding needs. On the other hand, it doesn't look like he had children with anyone in his harem, the reason that to me would make the most sense considering his personality is that his harem was all about collecting stereotypes, so maybe he didn't want to impregnate them because the pregnancy would change their bodies and "ruin the type" they were supposed to be in his collection.
For the Lustlord, we don't really know much about his personal life, his harem, or his kingdom yet, so maybe he did have children and we just don't know about them. If he doesn't have them, I think maybe what could make sense with his personality is that his god complex would lead him to reject his offspring, since as far as we know his children would be completely ordinary given that children of Incubus Kings don't seem to have any special powers (Nalili as evidence).
alcat101 I will not be able to track down a reference, but I think she said something among the lines that at the time she didn't really have any plans to expand in that direction, I think part of it was that having a map with each individual room wouldn't serve a mechanical purpose (the harem is always out and about and the vibe of the palace is to be a really communal experience) and also she didn't really have a good idea for what to do with each room, for some it would be hard to find the right assets to give any kind of extra meaningful insight about each girl, and for others it could border being one-dimensional in really silly ways ("KNIFE GIRL HAS KNIVES IN HER ROOM!!!!1!").
